Today, we held the 28th meeting of the “Regulatory Reform Promotion Council.”
At today’s meeting, we compiled the “Report on the Promotion of Regulatory Reform.”
In the Takaichi Cabinet,
・We will actively incorporate the regulatory and institutional reforms outlined in the report into the “Japan Growth Strategy,” including the promotion of “social implementation of AI” through initiatives such as advancing “humanoid robots” utilizing “physical AI,” promoting “AI-equipped autonomous driving,” and accelerating the domestic establishment of “next-generation AI data centers”;
・the promotion of “utilization of medical and other data”;
・the expansion of the scope and operational improvements for the “non-disclosure measure of representative’s address” in “corporate registration,”
and more, to enhance predictability for businesses and maximize private investment under the “Public-Private Investment Roadmap.”
For example, regarding “humanoid robots” utilizing “physical AI,” current regulations impose constraints even on demonstration experiments on sidewalks, making it impossible to attract investment.
By clarifying the “criteria for road use permits under the Road Traffic Act” and the “treatment under the Road Transport Vehicle Act,” we will greatly enhance predictability for businesses aiming to conduct social demonstrations of “humanoid robots.”
In the future, the government will compile an “Implementation Plan for Regulatory Reform” based on this report, and for particularly important items, reflect them in the “Basic Policies” and “Japan Growth Strategy.”
Moreover, as innovations in AI are rapidly advancing, to accelerate the “social implementation” of such technologies, we will promote “regulatory and institutional reforms corresponding to the AI era.”
To support these efforts, we will reorganize the “Digital Administrative Reform Council” into the “AI and Digital Reform Promotion Council,” and, centered on this council, conduct a fundamental review of “regulations, systems, and operational rules premised on AI” across ministries and agencies, thereby advancing AX across society as a whole.
At the same time, we will establish an “AI and Digital Reform Promotion Team” in the Cabinet Secretariat to conduct comprehensive coordination beyond the boundaries of ministries and agencies.
