Pakistan has initiated a major restructuring of its defence architecture through the 27th Constitutional Amendment, introducing a new command structure that centralises operational control of the country’s strategic assets under the military.
– The newly created National Strategic Command (NSC) will oversee Pakistan’s strategic capabilities, including its nuclear arsenal. The move marks a significant shift from the existing civilian-led National Command Authority (NCA) framework, with the prime minister’s role reportedly becoming “strictly informational rather than operational.”
– The restructuring is being led by Field Marshal Syed Asim Munir, who currently serves in the dual roles of Chief of Defence Forces (CDF) and Chief of the Army Staff (COAS).
– Lieutenant General Syed Aamer Raza, formerly the Chief of the General Staff, has been promoted to the rank of four-star general and appointed as the first Commander of the National Strategic Command, the report said.
– The report said the NSC’s organisational structure closely resembles that of China’s People’s Liberation Army (PLA), particularly the PLA Rocket Force.
– Backed by the Strategic Plans Division (SPD), the new command consolidates the management of nuclear stockpiles, missile systems, delivery platforms and strategic weapons development under a single authority.
– The restructuring is intended to create an integrated operational command bringing together the Army, Navy, Air Force, Rocket Force and Strategic Command. According to the report, the objective is to strengthen strategic deterrence along Pakistan’s eastern border while expanding defence-industrial and technological cooperation with Beijing.
– The changes have also reshaped the internal functioning of Pakistan’s armed forces. According to the report, promotion boards for senior officers have remained on hold for more than 15 months as the military reorganises its command structure.
– Routine Formation Commanders’ Conferences have reportedly been suspended since 2024, indicating greater centralisation of decision-making within the top military leadership.
– The report also said operational authority has increasingly been consolidated under the Office of the Chief of Defence Forces, reducing the traditional autonomy exercised by regional Corps Commanders.
