The Mecca pact has been sent by the Foreign Ministry to the parliament speaker, who is going to send it to parliament’s foreign affairs committee.
– In that committee, the parties represented in the Turkish parliament are going to have a discussion. Sometimes these discussions can be quite tense because opposition parties in the committee have their objections.
– However, after the debates over the pact, it will go to parliament itself to be voted on.
– Technically, a majority of MPs present is needed for the pact to be ratified by parliament. We’re not looking at two-thirds of parliament or any other figure.
– If the government gets the majority, which is almost guaranteed because the ruling party and its allies already make up the majority in parliament, then the pact will be passed and ratified.
– However, let’s keep in mind that this is just about ratification of the pact itself, not the deployment of Turkish troops.
– When Turkish troops need to be deployed outside the country, that has to come with another bill, and parliament needs to authorise the Turkish armed forces to deploy troops abroad.
– That will be the second phase, but first we need to see the ratification of the pact in parliament.
