The Foreign Ministers of the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Turkey, the Kingdom of Saudi Arabia, the State of Qatar, and the Arab Republic of Egypt express their strongest condemnation and denunciation of the ongoing Israeli violations in the Gaza Strip, particularly the targeting of health facilities and infrastructure, the assaults on civilian infrastructure, and the continued loss of civilian lives, including women and children, in grave breach of international law, including international humanitarian law.
The Ministers affirm that the persistence of these violations constitutes a clear breach of Israel’s obligations under international law and the comprehensive plan to end the conflict in Gaza, undermines international and regional efforts aimed at implementing the second phase of the plan, especially in the wake of the announcement by His Excellency President Donald Trump, President of the United States of America, regarding the acceptance by Palestinian factions of the roadmap, including provisions related to the restriction of arms, and threatens to derail the political track, reignite the cycle of escalation, and deepen the humanitarian catastrophe unfolding in the Gaza Strip.
The Ministers emphasize that the protection of civilians, the safeguarding of medical facilities and personnel in the health and humanitarian sectors, and the assurance of immediate, safe, and unhindered access for humanitarian aid, medical supplies, and relief provisions to all parts of the Gaza Strip represent binding legal obligations that must not be breached or diminished under any circumstances.
The Ministers affirm that the ongoing Israeli violations in the Gaza Strip cannot be viewed in isolation from the assaults perpetrated by settlers in the Occupied West Bank, the illegal settlement expansion, and the unilateral measures aimed at altering the status quo in Occupied Jerusalem. These practices, collectively, constitute a systematic policy designed to impose a fait accompli by force, undermine the foundations of the two-state solution, and marginalize the legitimate rights of the Palestinian people, in flagrant violation of international law and relevant United Nations resolutions.
The Ministers also renew their call upon the international community, particularly the Security Council, to shoulder its legal and moral responsibilities and take practical and effective measures to compel Israel to fulfill its obligations under international law, including international humanitarian law, Security Council Resolution 2803, and to hold accountable those responsible for grave violations, thereby contributing to the protection of civilians, the preservation of opportunities to complete the implementation of the agreement, and the achievement of a permanent ceasefire.
The Ministers underscore their countries’ categorical rejection of any attempts to annex the Occupied Palestinian Territory, impose Israeli sovereignty over it, or forcibly displace the brotherly Palestinian people, and affirm that the sole path to achieving just and comprehensive peace lies in launching a serious political process leading to the implementation of the two-state solution, guaranteeing the establishment of an independent, sovereign Palestinian state along the lines of 4 June 1967, with East Jerusalem as its capital.
