President Punsalmaagiin Ochirbat ratifying the 1992 Constitution

On January 13, 2026, Mongolia observes Constitution Day (Үндсэн хуулийн өдөр), marking the 34th anniversary of the adoption of its current democratic Constitution on January 13, 1992. This landmark document, which came into effect on February 12, 1992, marked a pivotal shift following the Mongolian Democratic Revolution of 1990 that peacefully ended decades of one-party socialist rule under the Mongolian People’s Republic.

The 1992 Constitution transformed Mongolia into a representative parliamentary democracy, establishing key principles such as the separation of powers, a unicameral State Great Khural (Parliament), the office of the President, an independent judiciary, and strong protections for fundamental human rights—including freedom of expression, religion, assembly, travel, private property, and equality before the law without discrimination based on class or ideology.

Unlike the previous constitutions of 1924 (establishing the People’s Republic), 1940, and 1960 (which were rooted in Marxist-Leninist ideology), the 1992 version drew heavy inspiration from Western liberal democratic models while reflecting Mongolia’s unique cultural and historical context. It has since been amended several times—in 1999, 2000, 2019, 2022, and 2023—to strengthen governance, enhance accountability (e.g., boosting the Prime Minister’s role and limiting the presidential term to a single six-year period), and adapt to evolving needs.

Although Constitution Day is an observance rather than a public holiday (meaning schools and businesses remain open), it is commemorated through official ceremonies at the State Great Khural, speeches by parliamentary leaders emphasizing the Constitution’s role in safeguarding national sovereignty, independence, unity, and democratic values, flag-raising events, and public discussions on constitutionalism.

In 2026, as Mongolia reflects on over three decades of this foundational charter, Constitution Day serves as a reminder of the nation’s peaceful transition to multi-party democracy and its ongoing commitment to building a free, just, and humane society for all citizens. 🇲🇳
