Japan intends at present to keep its stakes in Sakhalin 1 and Sakhalin 2 oil and gas projects in Russia in view of their criticality for energy security, according to the Japan’s Energy White Paper annual report prepared by the economy ministry.

– “From the standpoint of supporting stable energy supplies in the midterm and long term, Japan currently intends to keep its stakes in Sakhalin 1 and Sakhalin 2 projects,” the document indicates. Japan received 8.6% of its total liquefied natural gas imports from the Sakhalin 2 project in 2025, turning Russia into the third supplier of this fuel for Tokyo, according to the report. Oil is not currently purchased from the Sakhalin 1 project.

– “The Sakhalin 1 and Sakhalin 2 projects providing for oil and natural gas production are located very close to Japan as compared to other countries and regions, including the Middle East, making it possible to reduce transportation time and costs,” the document indicates. Furthermore, according to the report, delivery routes from these projects do not go through dangerous bottlenecks, like through the Strait of Hormuz.
